You can have one but I recommend starting with something that is 250-400cc. Ride it for atleast 2 months and then think of upgrading. The 600RR isn't a very forgiving first bike. And then, you are bound to drop it atleast once.

Bikes don't have a fixed price range when talking about used. Prices can vary a lot, so I can't really give you an estimate.
Why don't you go for the 2005 600RR, the second gen model. 2004 is first gen.

Try searching on Souq.com.
There are many import bike dealers in Sharjah Industrial Area, close to Troy University. I'll hook you up with a no. of one of them if I can find the card they gave me.
You aren't troubling us, we are here for your help
If you are new to bikes, I still recommend that you try to convince your mom that it can be life-threatening to jump to 600cc. Any experienced biker will tell you that. Get a cheap 400cc bike first, practice for atleast 2 months and then upgrade. You'll be able to get a 400cc from these import dealers for around 5-8k.
Give respect, get respect.

Whats the new CBR for? Something around 35-40k, right?
As TNT said, its really hard to price a used bike. A well kept one would be good at that price range. But its really hard sometimes to see if the bike has been dropped or damaged. Some can have major accidents and repaired frames which are hard to detect if the repair job was good.

You could get a CBR954RR for that kinda money. Truly amazing bike!
How much did you buy the CBR250 for?
Did you ride it for atleast 3 months?
What do you want the pics of my car for?
