Seems like the under-25 are in hot-water with RTA this time! This new rule kinda make sense as I do not fall in it :)

So, listen up...2 offences within 6-months, your license is suspended for 6 months, and your car will be parked in the desert (impounded there as no more parking space left).

Harsh! yeah. But its about saving lives.

Young people instinctively crave the freedom an automobile provides. The responsibilities of driving, however, are more difficult for youths to comprehend, requiring reinforcement from parents and schools. Whether it’s a Masserati or a Toyota, a tonne of steel travelling at 150 kph is one of the most dangerous weapons young people will ever control – and not just for the driver.

In the first half of 2008 there were 433 accidents caused by young people in the UAE, resulting in 65 deaths. These fatalities are a particular tragedy because of how much these young drivers had ahead of them. For the youths who survived a crash but caused the serious injury or death of another, they must carry that heavy burden for the rest of their lives.

Much of the problem, according to Colonel Saif Muhair al Mazrouei of the Dubai Police, interviewed today in The National, is that young people often avoid paying for their crimes. Parents often settle their children’s traffic fines – sometimes paying thousands of dirhams – becoming accomplice in their children’s recklessness. Col al Mazrouei has announced the introduction of 500 new speed cameras in Dubai to make the roads safer. Yet, these cameras will provide only a limited benefit if parents shield their children from the law’s consequences.

A speed limit is not a suggestion; it is the law. When parents take the teeth out of punishment, they force the Government to take more draconian measures. For drivers under the age of 25 who commit a second traffic violation, licences should be suspended for six months and their cars impounded. This may be harsh but tougher traffic laws are meant to protect both offending drivers and the innocent lives that their behaviour endangers.

From James Dean’s Rebel Without A Cause to The Fast and the Furious, popular culture has glorified the risky behaviour of young people behind the wheel. In fact, the reason behind such lapsed judgement is more scientific than romantic. The frontal lobes of the brain, responsible for planning and calculating consequences, do not reach maturity in most individuals until 25 years of age, according to research at the National Institute of Health in the United States and the University of California, Los Angeles. While their reflexes and physical ability may be at their peak, until their mid-twenties, drivers are mentally still in their formative years, requiring stiffer penalties to curb their more natural tendency for taking risks.

Parents want to provide their children with the best. More valuable for them than a fast car, however, are lessons in prudence, sound judgement and respect for the law. If parents will not help their children understand driving’s great responsibilities and dangers, the police and the courts must. Too many lives are at stake.

That is harsh.
They should change this rule to "locals only", that way it'll work better :)
