Duplicate key-Honda

I bought a 2003 Honda CRV in Panama.
The ex-owner only gave me 1 key.
I was told by a few people, the only way for me to get a duplicate key is from Honda dealer by giving them the VIN number.
Is this true?

Yes, this is because the car might be equipped with engine immobiliser.
